【摘要】:ThisEuropeanStandardspecifiesthesignificanthazards,hazardoussituationsandevents,commontoselfpropelledroad-railmachinesandattachmentsasdefinedin3.5and3.6ofEN15746-1:2010andarisingduetotheadaptationfortheiruseonrailintendedforconstruction,maintenanceinspectionoftherailwayinfrastructure,shuntingandemergencyrescuevehicles,whentheyareusedasintendedandunderconditionsofmisusewhicharereasonablyforeseeablebythemanufacturer,seeClause4.ThisEuropeanStandarddealswiththecommonhazardsduringrunning,assemblyandinstallation,commissioning,travellingonandofftrack,useincludingsetting,programming,andprocesschangeover,operation,cleaning,faultfinding,maintenanceandde-commissioningofthemachines.NOTE1SpecificmeasuresforexceptionalcircumstancesarenotdealtwithinthisEuropeanStandard.Theycanbesubjecttonegotiationbetweenmanufacturerandthemachineoperator.Thecommonhazardsdealtwithincludethegeneralhazardspresentedbythemachines,andalsothehazardspresentedbythefollowingspecificmachinefunctions:a)excavation;b)ballasttamping,ballastcleaning,ballastregulating,ballastconsolidating;c)trackrenewal;d)railgrinding;e)craning;f)catenaryrenewal/maintenance;g)maintenanceofthecomponentsoftheinfrastructure;h)inspectionandmeasurementofthecomponentsoftheinfrastructure;i)tunnelinspection/ventilation;j)shunting;k)emergencyrescueandrecoveryduringcommissioning,use,maintenanceandservicing.Itisassumedthatafinishedstandardautomotivechassisusedasahostforaroad-railmachinewillofferanacceptablesafetylevelforitsdesignedfunctionsbeforeconversion.UnlessexplicitlystatedotherwiseinaparticularclausethisspecificaspectisnotdealtwithinthisEuropeanStandard.NOTE2Amanufacturershouldcarryoutanappropriateriskassessmentforthecompletemachine.Irrespectiveofwhetheraharmonisedstandardexistsforthemachineinroadconfiguration,thisshouldidentifyanyadditionalhazardsarisingfromtheparticularapplicationofthechassisandtheprotectivemeasuresrequiredtoadequatelydealwiththem.ThisEuropeanStandarddoesnotdealwith:l)requirementswithregardtothequalityofworkandtheperformanceofthemachine;m)machinesthatutilisethecatenaryfortractionpurposes;n)specificrequirementsestablishedbyarailwayinfrastructuremanager;o)negotiationsbetweenthemanufacturerandthemachineoperatorforadditionaloralternativerequirements;p)requirementsforuseandtravelofthemachineonpublichighway;q)hazardsduetoairpressurecausedbythepassingofhigh-speedtrainsatmorethan190km/h;r)requirementswhichcouldbenecessaryincaseofuseinextremeconditions,suchas:1)extremeambienttemperatures(tropicalorpolar);2)highlycorrosiveorcontaminatingenvironment,e.g.duetothepresenceofchemicals;3)potentiallyexplosiveatmospheres.OtherspecialvehiclesusedonrailwaytracksaredealtwithinotherEuropeanStandards,seeAnnexD.ThisEuropeanStandardappliestoallmachinesthatareorderedoneyearafterthepublicationdatebyCENofthisstandard.
